The House of Representatives (HoR) and the National Assembly (NA), both houses of the federal parliament, are set to convene their winter sessions Friday (January 31).
It’s the fifth session of the lower house elected in 2022, while the 17th of the permanent body, upper house. In their absence, the government introduced five ordinances, amending at least 27 provisions in several acts, January 13.
Federal parliament held its last meeting on September 16, 2024 followed by the President proroguing the monsoon session from midnight.
As both houses resume their business, the government will have 60 days to table the ordinances and get approval, ensuring provisions remain functionary.
The Business Advisory Committee of the lower house presided over by Speaker Devraj Ghimire decided Tuesday to present the five ordinances in the Parliament on the first day of the session. They are —
In addition, six bills are registered at the both houses — three bills each — for the upcoming winter session.
Those at the HoR include Nepal Police Bill, 2025; Nepal Citizenship (Second Amendment) Bill, 2025; and Armed Police Force, Nepal Bill, 2025.
Similarly, Shipping (Operation and Management) Bill, 2025; National Forensic Science Laboratory (Establishment and Operation) Bill, 2025; and Social Media (Operation, Use and Regulation) Bill, 2025 are registered at the NA.
On the other hand, as many as 14 bills are pending at the HoR. Of which, 10 bills are being reviewed at respective parliamentary committees, while committee reports on two bills have been forwarded to the House.
At the NA, all the four bills registered in 2024 are being reviewed at respective committees.
